The "B&B" Commission (1963-1971), established by Lester Pearson, was created in response to growing French Canadian discontent regarding such issues as cultural and linguistic protection. The Commission examined bilingualism in federal institutions, the role of public and private organizations in promoting better cultural understanding between French and English Canada, and the opportunities for Canadians to become bilingual. Its premise was the concept of "equal partnership" between French and English Canadians. While failing to resolve constitutional issues regarding Québec, the Commission was successful in laying the foundation for functional bilingualism.
